Types of Russian Visa:
Student Visa:
This type of visa is
issued only for students, who come to Russia for exchange or education.
This is the best kind of visa, but you can only get it if you applied to a
Russian university, school or an institution and will study there. In that
case, you will need to submit your data (high school certificate and passport
copy at first) to L&C Language and Culture and we will take care of all the
formalities. L&C will submit all your data to the immigration officials and
have your student invitation ready in about 25 to 35 working days. After that, L&C
will either send you the invitation by EMS, DHL or send the invitation by telex directly to
the consulate where you will apply for your visa and you'll just need to know the
telex number when you apply. The Countries where L&C have its Branches or
HEAD-Representatives, you have to collect your invitation from there. For the
list of L&C's Branches and Representatives, please check in the Menu-Bar
"Our Contacts/Our International Representatives".
Usually, the student visa doesn't have a limited validity,
it is extended all the time, depending on how long you study.
When you apply to the consulate for a student visa, you'll need to pay a normal
fee, which will be about the same as for a tourist visa ($100-$350, depending
on processing time and country from where you are applying).
It should be noted that because of change in the Russian law in October 2007
many expats found out they can't stay longer than 90 days in a 180-day period
in Russia. In such situations, getting a student visa
might help, but you should know that it's illegal to work on a student visa.
Personal (Private) Visa:
This type of visa is
given to the foreiners who come to Russia for a personal visit (friends, relatives etc.)
It can be valid for up to 3 months and is single entry only. This is the worst
kind of visa you can apply for.
To obtain this visa, you need a personal invitation certificate (or visa
entitlement certificate - "izveshchenie") from a person living in Russia. Sorry, but it will be a real pain in the ass
for your friend to make this invitation certificate for you. This person should
go to a local OVIR office (something like immigration officials), stand in a
long queue, get an application form, fill it in, pay a processing fee (about
$30-50 US - always changing), and wait for about 45 (!) days until the
immigration officials will check him (the person who's inviting you) and you. I
don't know what they check, but I guess they're looking for some serious stuff
like terrorism or spying -- there's no other reason for it to take 30 days. I
even think they'll quiz Interpol and the FBI about you too...
So, after all this is finished (hopefully with success), the
UVIR officials will give your friend an invitation (after he stands in a long
queue again). This invitation can only be sent to you by post, because
consulates accept originals only. It can't be faxed or e-mailed or telexed. So,
all in all, it'll take about 14 days for it to arrive by post (or 1 day if it's
sent by express post, but then it'll cost $100 or so). Then you can take it
along with other documents needed to the consulate, and apply for your private
visa. It'll cost you the same as the other ones, but will surely cause much
suspicion from the consulate officials. Why would a Russian person invite a
foreigner to his country? Only to sell his motherland's
secrets...
So, I think you understand, why most of the people
prefer getting a tourist or a business visa instead...
Transit
Visas:
This type of visa is
usually given for maximum 72 hours if you're crossing the country or need to
change the airports. The requirement and the prices depend on the country
you're in, so the best thing to do is to contact the Russian consulate and
they'll explain everything.
The most common requirements are
1) a valid travel document (passport);
2) onward airline or train tickets (proving you're crossing Russia and will not stay for longer than 72 hours).
3) a visa to the country you are traveling from Russia (if you need one)
4) completed visa application form
5) one passport-size photograph
The price of the transit visa is usually lower than a normal tourist visa, for
example, in France it costs 28 Euro. Note, that you
don't need to obtain an invitation or visa support to get this type of visa.
Cruise Passengers
According to the agreement between cruise companies and Russian Ministry of
Foreign Affairs, passengers of cruise ships stopping in St. Petersburg port for not longer than 72 hours do not require
a Russian visa. This applies only if St. Petersburg is not the only port you stop at during your
cruise.
In any case, we recommend you to doublecheck it with your cruise company.

Work Permits For Visa
Countries Citizens:
Work permits processing for those foreigners is still under old regulations
determined by Federal Law "On legal status of foreigners in Russian Federation" approved in 2003.
Special body of the
Ministry of Internal Affaires (i.e. police) named Migration Affaires Department
(Russian abbreviation is UDM) is authorized to issue Job Permits. The new
routine introduced in January 2003 and considerably revised in 2003, 2004, 2005
and 2006 is the same for all firms no matter whether there is foreign
investment in their initial capital or positions for the foreign workers.
The routine for citizens of non-CIS countries (for CIS countries the routine
will be revised soon, the new order will be out in action from 15th January, 2007 and will be published soon) consists from 3
stages. We can help your firms to pass all of them no matter how dreadful they
look.
They are:
1. The
firm applies to the Employment Center (EC) of its administrative district
(according to the firm legal address) and presents:
• Application addressed to the Center's Director (3 copies)
• United Government Directory certificate (2 copies)
• Government tax inspection certificate (2 copies)
• Copy of license for the firm main business (if it is licensed)
• New labor requirements (standard form, 2 copies)
• Additional Data (standard form, 2 copies)
• If the firm already has Permission - a copy of it
• Power of Attorney for the representative who provides above papers to EC
Once the papers were accepted to this body we can go further having third copy
of Application form stamped
2. Having
the approval of an Employment Center a firm can apply to the Federal Migration
Service (FMS). The list of documents needed:
• Application from the firm including a list of the personnel to be employed
here and basic data concerning founders and spheres of activity here (2 copies)
• Approval from the Employment Center (Stage 1)
• Incorporation papers of the firm:
- Copy of the Charter.
- Notarized copy of United Government Directory certificate.
- If the firm carries out activity to be licensed - notarized copies of the
licenses.
- Certificate from Tax Inspection.
- Copies of draft contracts with the foreign specialists.
- Bank copy (blue seal) of government tax payment order (3,000 Rb./person).
- Power of Attorney for the representative who provides above papers to EC.
This stage takes from 4 to 5 weeks
3. Once the General Permit is got the firm can apply to UDM for
individual work permissions (so called plastic cards). The list of
documents is follows:
• Application from the firm including a list of personnel to be employed here
and basic data concerning founders and spheres of activity here
• Standard form Questionnaire (contains the firm data)
• Letter of Guarantee (Standard form)
• Permission from FMS (Stage 2)
• Individual applications
• Copies of working contracts with personnel concerned
• Photocopies of passport, visa, migration card and passport registration
• Photos of each person (3x4 cm, color, glossy paper)
• Medical certificates of each person (6 diseases, special list)
• copy of government tax payment order (1,000 Rb./person)
• Power of Attorney for the representative who provides above papers to EC
This stage takes 4-6 weeks
We help you to prepare all documents; we check all papers before applying. Any
company has most part of papers of above list; we need just to copy them. You
never visit that department to stay in line hours and hours
The whole routine usually
takes about 2 - 3 months. The obtained permission for the firm can be a basis
for further application on employing foreign personnel, individual permission
will be a basis for application to PVU (Passport Visa Department), new name of
UVIR (Department of Visas and Registrations) of Ministry of Internal Affairs
(i.e. police) for visas received here without leaving the country
Russian Tourist Visa requirements:
1. A valid passport with at least one blank page (for a visa), the expiration date
should be not earlier than 6 months after your visa validity ends. Sometimes
you may be required to present two photocopies of your passport (copy all the
most important pages of the passport -- showing your name, birth date, photo,
passport number, expiration date).
2. Russian visa application form completed and signed (it's available
in a Russian)
3. Three
passport-type photographs (make sure you have no glasses and hats on).
4. For
individual travelers: a letter of invitation (also called "visa support" or "tourist voucher and tourist
reservation confirmation") issued by a Russian travel agency authorized in the
Ministry of Foreign Affairs (MFA), or directly from a Russian hotel, showing
the reference number of the company in the MFA and the confirmation number for
the visa.
5. Shengen
countries, Estonian, and Israeli citizens need to present an insurance
valid in Russia (usually already included on your
credit card policy).
6. French
citizens sometimes are also requited to present bank statements for the
last 3 months and a copy of their return tickets (as well as insurance, as
above).
Most Russian
consulates do not require originals of the invitation papers: a fax or a
scanned copy (sent to you via e-mail) is enough. Only the consulates in Switzerland, Sweden and sometimes Germany ask for originals. Also note that a
consulate has the right to request the originals of the papers, if they need
them.
For cruise
passengers or group travelers: the Russian visa should be arranged with
your cruise organizers. You will be able to leave the port only together with
the cruise organizers.
Russian Business Visa requirements:
1. A valid passport with at least one blank page (for a visa), the expiration date
should be not earlier than 6 months after your visa validity ends. Sometimes
you may be required to present two photocopies of your passport (copy all the
most important pages of the passport -- showing your name, birth date, photo,
passport number, expiration date).
2. Russian visa application form completed and signed (it's available
in a Russian consulate or in L&C Branches in your Native Country).
3. Three
passport-type photographs (make sure you have no glasses and
hats on).
4. Official invitation from an organization authorized to invite business visitors to Russia. The Invitation to Russia must be issued by the Russian
Ministry of Foreign Affairs, its regional representatives, or Russian travel
agencies authorized to process invitations for business visas.
The Russian
consulate where you will apply has a right to ask for an original copy of the
invitation.
5. If you're
applying for a visa longer than 6 or 12 months or a multiple entry visa, an HIV test may be required by some consulates.
6. Some
consulates may require to present a letter from your employer confirming your trip to Russia and itinerary.
7. Shengen
countries, Estonian, and Israeli citizens need to present an insurance
valid in Russia (usually already included on your

8. French
citizens sometimes are also requited to present bank statements for the

is issued by a local police department). The person who's inviting you must
obtain this certificate for you in OVIR and send the original certificate to
you. When you come to Russia, you can only live
at this person's place.
Effective from not so long ago, American male citizens also need to fill in a
very strange paper (called "a supplement to visa application form) to make
sure they will not be spying in Russia. It should be
presented along with the other documents to paranoid consulate officials.
Russia business visa:

If you are traveling to Uzbekistan you need to obtain an
appropriate visitor's visa.
Getting an Uzbekistan visa is a two step
process. First, you will need to get an official letter of invitation from a
company authorized by the Uzbekistan Ministries of Foreign and Internal
Affairs called Visa Support Document or Invitation. Then you will need to
take this invitation along with the application form and two passport size
photos and an original of your passport to the Uzbekistan Consulate in order to
have your visa processed
